Nevada Passes Historic Interstate Gambling Bill

Nevada made gambling history when it passed a bill that makes it legal not only for residents of the state to play poker online but for Nevada players to play online poker at intrastate sites set up by other states to allow online poker within their borders.

The bill was called AB114 and on Thursday, February 21, 2013 at 4:00 pm PST the Nevada legislature passed it unanimously, in both the state Senate and Assembly, and the state Republican Governor Brian Sandoval signed it into law. Sandoval also happened to be the Nevada Gaming Commission’s former chairman before taking the governor’s office.

While the law does open the door for cooperation between states to allow interstate online poker and gambling between their borders, it still requires that individual states and Nevada set up those arrangements first.

While the Justice Department has previously frowned on atempts to operate online gambling between state borders, the Nevada Governor plans to speak with the DOJ in the hopes of making the new law stick.

The Nevada state legislature rushed the bill to a vote, declaring it an emergency measure for publicity reasons more than anything, as the state aimed to beat gambling rival New Jersey to the punch, as that state’s Republican Governor Chris Christie is expected to sign similar legislation in the coming week. This keeps Nevada at the forefront of the United States gaming industry, online and off.

The state is already alleged to have more than 20 online gaming operators and software and equipment providers seeking licenses to offer online gambling services under the new law.

Several European poker sites host similar satellites awarding ISPT seats to players in certain countries, while Lock Poker is the exclusive U.S. facing poker site to award seats to American players in this big international event.

These Day 1 events all take place online, with the rest of the International Stadiums Poker Tour finishing live at Wembley Stadium in London, England from May 31st thru June 5th. The ISPT will be broadcast live to over 38 different countries.

Delaware-Nevada Online Poker Partnership in Works

Two states that have already passed legalized online poker and other online gambling intrastate (meaning within their bordres) may now be teaming up to form an inter-state online poker compact, this according to a report released in USA Today.

At the beginning of this month, the Delaware Lottery Office issued to its vendors Requests for Proposal (or RFP) to decide who will operate a central gambling network in the state. These RFPs have required an online gambling website to be launched within the state by September 30, 2013.

Delaware’s problem, however, is that the state is so small that the population may not be large enough to attract a sizable enough pool of players to keep the site vital, and it could present the problem of too many people trying to move into the state too fast, just to be able to play online poker legally.

Hence this potential compact with the state of Nevada, which also has a meager population although 3 times that of Delaware. An agreement to allow each other’s residents to play on their online poker and online gambling sites would increase Delaware’s player pool three-fold and Nevada’s by a third.

The Delaware lottery director has even gone on record as stating that similar compacts with Europe aren’t even off the table.

Delaware’s biggest competition in this race for players — and to be the first state with intrastate online gambling sites up for people to play at — is New Jersey, which is on the verge of passing its own online gambling legislation.

The second annual installment of the Mini Online Super Series is coming up at America’s Cardroom and this time it’s worth $500,000 guaranteed. The mOSS II, as it’s called for short, runs from Friday, February 15th (the day after Valentine’s Day) through Sunday, February 24th. The mOSS II Main Event takes place Sunday, February 24 at 7:30 pm for a $100 + $9 buy-in and a $100K prize pool. And it’s not even the final event of the series, with two more events taking place that night after it.

Full Tilt Poker to Open .EU Site; DOJ to Announce FullTilt Player Remission “Soon”

A Full Tilt Poker spokesperson announced recently that the site would soon be launching a new FullTilt online poker room at .EU.

Coming soon to FullTiltPoker.eu, the site is expected to offer all the same game profile, features and promotions that the old FullTiltPoker.com offered. PokerStars, the new owners of FullTiltPoker, already has experience in this area, having successfully launched its PokerStars.eu branch back in February of 2011. When that site launched, PokerStars phased its players from Finland, Germany, Netherlands, Poland, Romania, Slovenia, Sweden, and other countries from pokerstars.com over to pokerstars.eu. It is expected that this is the same thing they will do with fulltiltpoker.com and fulltiltpoker.eu.

The difference between the two boils down to one thing: licensing jurisdiction. .EU websites are lienced in Malta while .COM websites are licensed on the Isle of Man.

It appears this may be a tactic to help players avoid paying income taxes on cash prizes they win at these sites. By switching licensing jurisdictions from the Isle of Man to Malta, players in such countries as those named above (those who would be switched from a Full Tilt Poker .COM membership to a Full Tilt Poker .EU membership) may be able to enjoy tax-free online poker winnings.

Meanwhile, the Department of Justice is behind schedule in announcing remission plans for the some 1.3 million former U.S. players at Full Tilt Poker who haven’t seen their funds from those accounts, totalling some $159 million, since April of 2011.
